Is WhatsApp Business free or paid? What you pay for in 2026

It depends on which WhatsApp Business you use. The WhatsApp Business app is free: you download it and use it without paying Meta anything.

It depends on which WhatsApp Business you use. The WhatsApp Business app is free: you download it and use it without paying Meta anything. The WhatsApp Business Platform, which everyone calls “the API,” is paid per message. From October 1, 2026, Meta gives each business phone number 1,000 free service messages per month and charges for any beyond that, as well as for marketing, utility, authentication and Meta Business Agent messages. The rates are on Meta's official pricing page.

An API (application programming interface) is how two systems talk to each other. In WhatsApp's case, it's what lets you connect your number to other systems, such as Zoho CRM, so several people can handle conversations from there and every conversation is logged. To use it you need a provider authorized by Meta, called a BSP (Business Solution Provider).

In this guide you'll see what each version is, what Meta charges from October 2026, what the provider charges on top and an example account for a team that works in Zoho CRM.

WhatsApp, the WhatsApp Business app and the API: three things with similar names

Much of the confusion about whether WhatsApp Business is paid comes from there being three products with almost identical names. This table sorts them out:

WhatsApp WhatsApp Business app WhatsApp Business Platform (API)
What it is The personal messaging app A business app you download on your phone A set of APIs, not an app: it connects to other systems through a provider
Who it's for Personal use Small businesses that handle customers from one phone Companies with teams that serve and sell on WhatsApp
How much it costs Free Free Meta charges per message by category and country; the provider charges its plan and service
Numbers One A single phone number Multiple numbers and display names
Multiple people handling chats No Meta recommends the platform if you need several users Yes: many agents and bots on the same number
Sending to many contacts Not designed for that Basic tools (automatic greetings, quick replies, promotions) Message templates approved by Meta and automatic sequences
Connection to a CRM No No Yes, with systems like Zoho CRM

In short: if you ask “Is WhatsApp Business paid?”, the app isn't; the API is.

What Meta charges on the WhatsApp API from October 1, 2026

Meta's official page says it reflects “the pricing updates that took effect on October 1, 2026 according to the time zone of the messaging account” (Meta, WhatsApp Business Platform pricing). This is what changes for a company that uses the API.

The five message categories

Meta charges each message according to its category. Its pricing page includes five:

  1. Marketing: promotions, news, offers.
  2. Utility: notices about something the customer has already done, such as an order or appointment confirmation.
  3. Authentication: codes to verify the customer's identity.
  4. Service: the replies your team gives when the customer writes to you.
  5. Meta Business Agent: Meta's AI agent for WhatsApp. Meta charges it per “delivered message,” based on “a per-token charge covering AI agent processing” (a token is the unit of text the AI uses to measure what it processes).

The price of each message depends on the category and the recipient's country. A marketing message to Mexico is not the same as one to Spain. To see the exact figure for your country, use Meta's official table.

1,000 free service messages per month, per number

This is the most important change of October 2026. In Meta's words: “As Meta has resumed charging for service messages, it gives each business phone number a free tier of 1,000 service messages per month.”

Three details worth keeping clear:

  • What counts is delivered service messages: “Each business phone number has a free tier of 1,000 delivered service messages per month.”
  • It's per number. If your company has two numbers, each has its own free tier.
  • It doesn't roll over: “Service messages not used in the free tier do not carry over to the next month.”

From service message 1,001 onward, Meta charges according to the service rate for the recipient's country.

The 24-hour customer service window

The 24-hour window defines when you can write freely and when you need an approved template. According to Meta:

  • “When a WhatsApp user messages or calls you, a 24-hour timer called the customer service window starts.”
  • “If the user messages or calls you again before the timer ends, it resets to 24 hours.”
  • Messages without a template (free text, images and others) “can only be sent within an open 24-hour customer service window.”

In practice: if the customer wrote to you less than 24 hours ago, your team can reply with any message. If more than 24 hours have passed, the conversation resumes with a template approved by Meta.

What the provider (BSP) charges on top of Meta

When a company uses the API through a provider, the total bill has three layers. Each is charged by a different party, and mixing them up is what causes the most confusion when calculating the cost of WhatsApp Business.

This is the case with Sibila, which is an official WhatsApp BSP and publishes its prices. Data copied from sibila.app/planes on 10/12/2026:

Layer Who charges it How much (Sibila annual plans)
1. Platform plan Sibila Starter USD 30/month (3 users) · Standard USD 59/month (6 users) · Enterprise USD 135/month (15 users) · Agency USD 299/month (30 users)
2. Provider's cost per message Sibila Starter USD 0.004 · Standard USD 0.0035 · Enterprise USD 0.003 · Agency USD 0.002
3. Meta's cost Meta By message category and the recipient's country (official table)

Some details from the same plans page:

  • Annual plans come with free setup. On monthly plans (Starter USD 45, Standard USD 77, Enterprise USD 176, Agency USD 340 per month) there is a one-time setup fee: USD 150, 200, 400 and 600, respectively.
  • An additional user costs USD 15 on Starter, USD 12 on Standard and USD 9 on Enterprise.
  • Starter includes 1 WhatsApp number (each additional number, USD 19). Standard, Enterprise and Agency have unlimited numbers.
  • Messages and storage are unlimited on all plans: what you pay for is traffic (layers 2 and 3), not a cap.

Sibila does not charge Meta's cost. It's what Meta charges any company that uses the API, regardless of the provider. To cover that traffic at the start, at Sibila we recommend starting with USD 100 in initial credit.

All plans include the native Zoho CRM integration and each conversation's history inside the CRM. Sibila works on top of Zoho CRM: it's where your team handles WhatsApp, Instagram, Facebook, SMS and calls from a single unified inbox. If you want to see what it does in your CRM, it's all on the Sibila for Zoho CRM page.

When the free WhatsApp Business app is no longer enough

The free app works, and works well, for businesses that handle customers from a single phone. These are the signs your team already needs the API:

  1. Several people handle the same number. The app supports a single phone number, and Meta suggests the platform when several users are needed. Passing the phone from hand to hand or splitting chats by eye leaves leads unanswered.
  2. You need every conversation to land in Zoho CRM. If someone copies what was said on WhatsApp into the lead's record by hand, that data arrives late, incomplete or not at all. With the API connected to the CRM, the history is saved on the contact's record.
  3. You run campaigns. Sending a promotion or reminder to a segmented list from the CRM requires templates approved by Meta, which works on the API.
  4. You want automatic replies that go beyond a greeting. Flows that ask questions, save a piece of data and route to the right agent also run on the API.
  5. You're worried your number will get blocked. With more message volume, best practices matter more. The article on how to keep your WhatsApp from getting blocked covers the most important ones.

If your case has none of these signs, the free app is probably enough for now.

Example account: a sales team working in Zoho CRM

This is an example to understand how the layers add up, not a quote. Sibila's prices are those published at sibila.app/planes on 10/12/2026. Meta's are not turned into numbers: they are taken from the official table for the country.

Assumptions

  • A company in Mexico with 6 people handling WhatsApp from Zoho CRM.
  • Sibila Standard annual plan (includes 6 users), with 1 WhatsApp number.
  • In one month: the team replies with 1,800 service messages within the 24-hour window and a campaign of 600 marketing template messages is sent.
  • All messages are delivered and all recipients are in Mexico.

Calculation

Item Calculation Monthly total
Standard annual plan (Sibila) USD 59/month USD 59,00
Sibila cost per message (1,800 + 600) = 2,400 messages × USD 0.0035 USD 8,40
Sibila subtotal USD 67,40
Meta: service messages 1,800 − 1,000 free = 800 messages × Mexico service rate According to Meta's table
Meta: marketing messages 600 messages × Mexico marketing rate According to Meta's table

Notice two things. First, Meta's 1,000 free service messages cover more than half of the team's replies in this example. Second, if the month had fewer than 1,000 service replies, on Meta's side you would only pay for the marketing campaign.

If your team is smaller, Starter (USD 30/month, 3 users) changes the first two rows. If it grows, the plan and the cost per message change, which drops on larger plans.

Frequently asked questions

How do I use WhatsApp Business for free?

Download the WhatsApp Business app from your phone's store. It's free and has no Meta cost; it only uses your mobile data or wifi. It works for handling customers from a single phone number. If you need several people to handle chats or want to connect WhatsApp to your CRM, that's the API, which is paid per message.

How much does WhatsApp Business cost?

The app costs nothing. The API is paid per message: Meta charges by category and country, and the provider adds its plan and its cost per message. From October 2026, each number gets 1,000 free service messages per month. The rate details by country are in Meta's official table.

Can I move from the app to the API without losing my number?

Moving a number from the app to the platform is defined by Meta, and the conditions (what happens to the number and to the chat history) are in WhatsApp's official help. Review them before making the change and confirm them with your provider. In a Sibila demo we can review your case.

Do the 1,000 free messages roll over if I don't use them?

No. Meta states that service messages not used in the free tier don't carry over to the next month. Each month, every number starts over with 1,000.

Does Sibila charge Meta's cost?

No. Sibila charges its plan and its cost per message, published at sibila.app/planes. Meta's cost depends on the message type and the recipient's country, and Meta charges it.

WhatsApp Business: free to start, per message to grow

The WhatsApp Business app is free and is enough to handle customers from one phone. When several people handle the same number, you want the history in Zoho CRM or you run campaigns, the next step is the API: there you pay the plan and the provider's cost per message, plus what Meta charges by category and country, with 1,000 free service messages per month per number from October 2026.
